Forelock was a visitor from someplace other then Mobuis that in return for Tails saving him gave Tails any wish he wanted. Tails wanted Mobuis to be free of Robotnik and he was taken to a place where he had the change. If Tails had pulled the trigger and shot Robotnik in the back, he would have freed the world, but been no worst then Robotnik. When Tails didn't fire, he said it was a test and went. He was never seen again.
