After the Defeat of Robotnik, Two people stepped in to be voted new world leader. After a brief talk in which never of them seamed very good, they donned Armoured Battle suits and started to beat each other up and wreck the Zone there were in. After Sonic stopped them, it turned out that no-one voted at all and Sonic decided that each Zone should have it's own leaders (this was in fact pretty much how things at the start of the Comic's run)
