Who is Number One? Simple. He is a Computer Program that was created by Robotnik. When Robotnik abandoned him he got very lonely and brain washed people and created a solid light hologram of the Village, a place where everyone wore blazers and had a number not a name. Oh and if they tried to escape they were chased by large Balls! When Sonic revealed the Program, he convinced it that a better idea to create a happy zone was to make a fun fair and not trap people inside. It seamed to work.
